Which leads me back to the idea that we need an administration of managers and statesmen, not a "govern"ment of politicians.

Exactly why the least government is the best government. Let everyone govern their own lives and let them live with the rewards or consequences of their decisions. Let them stand as a lesson to those around them.

This relates to the question of a ruling class and the notion that is still prevalent in some areas that there is a 'natural hierarchy' as a Baron, Lord Acton would have been well acquainted with this point of view. In general I would agree that there is no ruling class - fitness to govern or lead should be based on other criteria.
