Where? What's the context? Is this in an opinion he wrote? I've never seen any attribution to any original source for this quote, so I must conclude that it is bogus until proven real.

Read 'Tragedy and Hope' by Georgetown Professor Dr. Carroll Quigley, and you will discover who the Justice was referring to. The initial published Book was blocked and taken out of all Libraries in 1973. I know since I have a copy of the first edition from one of the libraries.

Cheney was to big to be prosecuted. His hunting adventures with use-to-be associates illustrated that point very well. I don't know that Cheney ran the White House (the Bush-men do such things as have countries invaded for oil, retribution and personal profit, etc.) but, he was certainly one of the cabal. The Clinton's Foundation is an excellent example of the quote's accuracy - the Clintons are bigger than the government so they can not be convicted. 9/11 is another example - the official explanation of how all the buildings came down is beyond ludicrous and is anti-science.

This is a disputed quotation and apparently has no verifiable source of authenticity. Do you not know this? You should, if you care for your readers. It seems to me that the least you could do, as a reliable website,would be to qualify the quotation's authenticity by mentioning its uncertain provenance. Otherwise you are breaching the reader's right to fairness. Caveat lector!
