Personal responsibility has, and exists today in all countries by way of the mere primal instinct of self-preservation and, - the desire for betterment. There is at least a spark of liberty in each person negating the rediculous quote above. From a Christian perspective alone, starting with Adam - down through his posterity, all those that followed the extra terrestrial Patriachy's order demonstrates the falsity of the "existed amon all peoples".

Communism ends up murdering the citizens of the country it takes over. Between Russia, China and South East Asia communism has killed over 100 million people.
