Unlimited power can not be confided to any government; BECAUSE, no individual sovereign lawfully has such power to confide. Unlimited power, as exemplified by the current police state is much more than an usurpation. Such despotic tyranny is more closely tied to a god's creation of evil. Said "evil" has not only impaired, but destroyed the powers confided to the de jure state governments
