Does this possibly imply If the servants will not serve, take to the last line of defense, The 2nd Amendment.

Well the proverb clearly means that --One should be mindful of the Natural powers... If one oars while natural wind is already serving the purpose .. he is wasting his energy.. whch he surely will need when the wind is'nt there !!

You would only oar a boat when there is a strong wind when it is blowing you in a direction you don't want to go. Maybe it's time for me to go buy some more ammunition for my "oars" since there's a lot of hot air and bad wind blowing out of DC.
