Within the bureaucracy are real human beings who attempt to do a good job. I would not be here except for them. Nevertheless, the quote points out a real problem.

Bureaucracies: unaccountable, unconscionable, and without soul. Automatons that spin the wheels of tyranny. Yes, there are some really nice people over there at the IRS -- but their allegiance is to their pay checks and pension, not Honor, Truth or Liberty -- or even the Constitution. I can get along just fine without them.
