Bush did not address the UN on February 1, 1992. The texts of the four speeches he gave to the UN General Assembly annually in the fall, and one he gave to the Security Council (on Jan 31 1992) are available online at http://bushlibrary.tamu.edu/research/paper.html and this quote appears in none of them.

    You can argue about dates and claim that the quote is false because it was not given on such and such a date. As Anonymous says, I have actually seen the video of Mr. Bush stating this pledge of allegiance to the UN Charter using the exact words indicated. Interestingly, a recent search for the video produced nothing. Apparently the video has been edited, destroyed or removed from the public's view.
