A simple one line quote is hardly worth deliberating. It is, by its brevity, going to leave out a lot. My interpretation of this remark -- not my critique of it -- is that those who initiate frivolous wars don't stop to think that 'things bite back.' This is something anyone who's has a schoolyard fight understands, or at least should.
