Wilson, the secessionist Southern States could hardly be defined as "domestic enemies". They did not want to take over, or over throw, the Federal Government, they just wanted to leave it. Would a man be justified in beating and killing his wife if she tried to kill him? Sure. Would he be justified in beating and killing her if she was just trying to leave and go away? Absolutely not.
