Reminds me of the old joke. Moses told the Israelites to load up their asses, get on their camels, we are going to the promised land. Roosevelt said , sit on your asses, light up a Camel, this is the promised land. It's been down hill ever since.

Using the notion of providing for "The General Welfare" of the country, Congress can fund any hare brained scheme that suits them. They can and do anything they damn well please. They are mostly interested in getting elected and reelected and providing for their own welfare.
