Waffler, the governments (especially local) like to make tons of laws then enforce them selectively. This gives them dictatorial control over whomever they do not like. Believe me there are so many little seemingly insignificant laws and regulations that any one could be under constant harassment by anyone that uses the power of the state as a weapon.
