Though the overall concept is accurate enough, the statement, as expressed, relays an idea that the military could be something other than an inalienable right extended from the individual sovereign (or the individual sovereign expressing himself in concert with other individual sovereigns - the government and/or the military not being able to lawfully do anything the individual sovereign could not do for himself). The Constitution is an ordering document that limits what the individual sovereign's representatives (government, military, etc.) can do. Again, the basic elements of the Constitution are at natural law, a limited description of what the individual sovereign's (individually and in concert) representatives can do!

Try telling that to the ever more militarized polices agencies and in large their, unConstitutional existence in the first place.
