“Worse than war is the very fear of war.”

I wouldn't say it is worse. The threat of war is a very controlling policy. Under current circumstances, germ warfare has shown to be at least an equal to a threat thereof.

The fear of war is a powerful weapon for controlling the masses — no actual war necessary.  That's literally terrorism.
