Tell that to over a million non-violent offenders currently incarcerated for victimless 'crimes' in America. Clark's statement could be confused with power, not rights. Nice sentiment, but kind of hypocritical.

Absolutely. To incarcerate an individual is not to remove an inalienable right but only, a prevention of ability to exercise such right. The "be" (visible / invisible, tangible / intangible, concrete / abstract, etc.) and the "do" are 2 different things. Rights are inalienable / unalienable.
