“This present window of opportunity which during a truly peaceful and interdependent world order might be built will not be open for too long. Already there are powerful forces at work that threaten to destroy all of our hopes and efforts.”

This quote is nonsense, a diversionary statement. Individuals in the practice of building peace and coexistence don't just arbitrarily quite their assignments, they continue to build and build, step by step.  The last sentence is most likely this individual's projected intentions. The peace process continues because it involves the growing processes of life.
