It's a joke (but not far off).

Wonder what he would think of today’s University. That quote couldn't be more accurate.

But Shaw certainly puts another reality to that previous quote about suppression of freedom being most abominable in a university. Only morons believe that -- and they'd stand by and wring their hands and pull their hair while people got locked up and beaten for expressing themselves.
