It was put forth by the fascists of the day as 'temporary' and only about 1% of income -- not salaries though. And little by little it has become a way to keep the people down. If you are taxed at the 90% level, what is this saying? It says that the government has put a limit on how much a person can earn -- and how much they owe the state.
