My original thought was, constitutions are outlines of what natural law(s) is,are authorized to be addressed. As a stand alone thought, that would get a thumbs down. BUT, the quote in a broader stroke addresses one of the primary applications of law. Thus the Absolutely - that would be a start back to a government at law.
