Harry Browne, the late Libertarian presidential candidate, had a great way to settle this debate: Within minutes of inauguration, he would issue an executive order disarming the Capitol Police until Congress passed a bill granting all citizens the same right to carry as the Capitol Police. The reason Clinton bombed Serbia for almost three months was simple: when Yugoslavia broke up, the Serbs kept the military, while the UN -- in its usual wisdom -- prevented the rest from re-arming... to "prevent" violence.
