Waffler, Perhaps, if you took all the intermediate phrases out, it would make more sense as to the actual intention of Madison's statement: "If Congress can employ money indefinitely to the general welfare, ... it would subvert the very foundations, and transmute the very nature of the limited Government established by the people of America."
