Quite frankly, it screams "bogus quote!". PLEASE. SOURCE! Our work in trying to stem the creeping crud of the state is hard enough; bogus quotes make the work that much harder, and we look like idiots when someone calls us on it. Did he really reference public education? That wasn't an issue at the time, which leads me to beleive this is a made-up quote by some good intentioned person.
