Adlai E. Stevenson II, a man who spoke out against corruption, found himself through and by his own belief system imbedded deeply with socialism/communisms ills through the State Department. Then spreading his brand of globalization along with the UN throughout Europe. The quote seems warm and fuzzy, yet mis-directing of the intent to deceive the public sentiment as so many current politicians do. Belief systems always carry over into political control of policy. 

What comes to mind is you can fool some of the people all the time; and you can fool all the people some of the times but, you can't fool all the people all the time.
