All policing agencies/agents complete job description (as concerns liability and responsibility) goes to protecting government property (that government no longer representing sovereign individual's inalienable rights - at a most base legal level, traffic rule violation enforcement is not to serve or protect "We The People" but rather, finance the foreign government). At the founding of the de jure States united, there was no police department(s) as they were perceived and feared as a standing army to do a foreign despots dictates. The few Sheriffs / Sheriff departments were elected to support the individual sovereign's right to act as agents of justice. Those perceptions and fears of a local standing army (police, swat, etc.) have been realized with the occupying statist theocracy infesting this land's complete take-over. Within decades prior to the war between the States, there were just a few police departments established by heavy socialist financing, influence and indoctrination application (by way of example: Boston, New York and Philadelphia).
