According to the U.S. experience — no word or concept in any language — that I'm aware of, described / describes the original concept of individual sovereigns united, managing individual inalienable rights while enhancing liberty through hired servants. An existing body politic term "government" (antithetical to the original concept) was mostly used, due in part to, a common familiarity. The masses, used to dictatorships and tyrants, through an evolution of despotism succumb to servants becoming masters under the descriptive nomenclature of captains presiding over them (government) with only the slightest verbal reference to service. The biggest complaint about the Green New Deal is that it would bankrupt the country — not that Congress has NO AUTHORITY to pass such regulations!!
