Or democratically-elected representatives and executives. Religion is not an integral part of fair, successful government. If you ask me, religion and government should not be integrated at all.

Anonymous, a democratically-elected anything (when democracy is fain claimed the basis) has no limits as to the absolute despotism, tyranny and resulting theocracy that results. The de jure States united was to be a secular body politic with religious sovereign individuals' rights and liberty being represented at nature's law.

That I could rate this innumerable times with countless stars. The term "Governed by God" has both a religious and a secularly legal meaning. Penn, being a devout Christian, his reference to a religious extension would would be those governed by God's "love one another", "Love your enemies, bless them that curse you, do good to them that hate you, and pray for them which despitefully use you, and persecute you; That ye may be the children of your Father which is in heaven: for he maketh his sun to rise on the evil and on the good, and sendeth rain on the just and on the unjust", recognize all heirs of the Eternal King to be individual sovereigns with inalienable right and liberty at "the laws of nature and of nature's God". All else would be / is Tyranny.

A secular governed by God would be expressed within the first paragraph of the Declaration of Independence: "the laws of nature and of nature's God (a self evident truth / (Nature’s Law) - i.e., - “LAW” - is a tangible’s applied static measurement within a domain of absolutes {biology, chemistry, physics / science, fiscal / economics, gravity, math, magnetics, life, liberty, rights, etc.}) — Corporeal man can NOT create, legislate or make law. Illustrated in practical applications for insurance purposes — an "act of God" describes an event outside corporeal man's control. Corporeal man can only create, legislate or make rules of order. By example: Each sovereign (heir to the King of Eternity) at liberty has an inalienable right to travel from point "A" to point "B" and back again. If everyone traveled at the same time there would be chaos, mayhem and harm. The secular body politic then legislates "order" by stating everyone drive on the left or the right side of the road. If driving on the left or right were "law", most everyone in either U.K or U.S.A. would be dead.

If corporeal man were not self governing under God (law and order) tyrants would / do rule. History has proven the self evident truth of Penn's statement over, and over and over again ! ! !

Sillik, what a superficial / shallow non sequitur word salad. What supernatural element specifically, can not properly be measured or coordinated. Your reasoning is that an undefinable theocratic collective (an inorganic phenomena / mental aberration  government; an element of the supernatural) is to be the proper leader. Your childish anti-reasoning / mental dis-order does in fact, produce tyrants. Corporeal man is a religious being and his gods are many (climate, ant farm think, tangible / intangible beings of differing consciences(s), etc.) Your gods have been proven false over and over again but, that doesn't stop you from trying to reinvent the god wheel.
