Economics fiscal art is known within legal positivism and legal realism (religion's, philosophy's, politic's, etc. extensions - ever learning, and never able to come to the knowledge of the truth - with the cry: 'if we can't do it, no one can') An example of artful economics would be Keyensian Economics (designed to make the rich, richer and more powerful and to make the poor impoverished and powerless. Natural law economics takes in such concepts as bankruptcy (for example if you owe more medical bills than you will ever be able to pay back in your life time, you are bankrupt.).
