The fellow appears to be glorifying trickery and scammers. His educational credentials are quite questionable, calling scammers talented is the examination qualities and abilities of a child.

I would like to state for the record that I had no knowledge of any plans to assassinate any of our presidents, presidential candidates, civil rights representatives, or anyone else for that matter. 

It is not logically necessary to compete with Russia and China. The necessity is the necessary diplomatic acumen to design a cooperative attitude to create social climate to promote a planetary environment sustainable for life.
