i think you guys are missing the point here. he is referring to the creation of a false threat to humanity, like an asteriod for example, and the world would unite against "it". think about it, people would unknowingly give up all their rights in return for being able to stay alive. by the time the "disaster" is averted, it's too late, the laws have been changed. it would take that kind of whole world event to be able to gain total government control.
