PROBLEM: We ( I ) too often FAIL at exercising that power !
The jails and courts are kept busy, not to mention the innumerable neighborhood relationships and geographical boundary fights that arise ... Why ? BECAUSE we think our "self-power" is not merely sound, but absolute.
