So, let's get this straight; if this is true then Ronald Regean, G.H.W Bush and G.W Bush should have been impeeched. Why were they not treated like the criminals they were? Why were they allowed to continue their destrutive behavior operating with impunity?

Hanson, almost every president since Lincoln has played their part in this. Not just the ones you're so focused on. Clinton was bombing Serbia, and northern Iraq, Truman sent kids to Korea as UN soldiers, Johnson sent kids to Viet Nam, Lincoln invaded the south and on and on....The problem is endemic.

World War 2 was the last "war" that was actually declared by the Congress. Over 50,000 troops were killed in both, Korea and Viet Nam and neither was a declared war. Whether declared or not, these troops are just as dead. Viet Nam started after JFK sent some "advisers" over there. Here's a scary thought; Obama just sent troops along the border of Libya. It's very possible that we could have troops fighting in Libya before long. This is how things get started.

I am not sure how to fix this. Congress knows that they alone have the power to declare war, but those in the same party of the president always bow to the President's dictates. The power of the Executive has grown by leaps and bounds -- how does the balance of powers keep these Executive Orders in check? If it is only up to the courts, then the fate of the nation lies in one or two partisan hands. If the Congress won't impeach, how can the People do it?

It seems like neither the Progressives in either the Republican or Democrat Party can get it through their thick heads that ONLY the U.S. Congress has the power and authority to Declare War.
The following needs to be voted into law and then fully acted upon.
