In Nevada, is there an inalienable right to keep and bear arms so that when the individual sovereign joins with other sovereigns to secure a free State, there will be for each and every sufficient regulation ("well regulated" = fire power) to accomplish the task? OR, does the god government have the option to change the "law", thus eliminating the right?

It is a poor declaration, leaving room for legislation to determine the 'lawful' uses, and thus also the 'unlawful' uses.
