The argument or statement above is based on legal positivism. Legal Positivism requires a multiple of legal definitions concerning each and every scenario as may exist. The Constitution and its original 10 Amendments were / are a Common Law Document(s) based on Natural Law principles. The 'principle' is all inclusive while, the quote's reference to 'adapted ... to' - is an administrative red herring distraction, intended to keep the ignorant enslaved. AND, allow the criminals their loopholes.
