Interesting quote.... but the only way this is reflected in the Constitution is through the regular voting cycles. How, then, does one replace the Legislature if they are not acting in accordance with the people's instructions between elections?

Not sure how to rate this sort of quote - it uses good grammar, and makes its point well, but is somewhat sickening in substance. To think, we had people in power that advocated such things!
