Our Constitution is a contract between two parties, the States and the newly formed Federal Government.  So why is it that only one party, the Feds, have the power to determine whether there has been a breach of that contract?

Abraham Lincoln squashed the idea in this quote and stomped all over the quaint concept in the Declaration of Independence that governments derive their just powers from the consent of the governed.
