I agree with you Jim K - we have numerous laws that run counter to the Rule of Law, i.e., The Constitution "for" the United States. The "War On Drugs" is one of them that is a failed monstrosity that has created much destruction (drug cartels) and the loss of many innocent lives.

The authority and limitations placed on the U.S. Congress are enumerated in Article 1, Section 8 of the U.S. Constitution. It would seem that Grover Cleveland believed in staying within the four corner of the constitution that he swore a sacred oath to uphold and adhere to, instead of the political Progressive philosophy of legislative, executive or judicial activism which seeks to usurp the Rule of Law.

If someones actions harm another property or person then they will have to confront a decision in the courts "judicial system" and not through social engineering of life-style. But, we have suffered the same consequences of the so-called 'War On Drugs' that were visited on many innocents during Prohibition - Drug wars on the streets, innocents being murdered with black market guns, costly enforcement that steals the fruits of the taxpayers labor.
