There is no evil that does not concentrate with power and the only way to diffuse the greed and corruption is to take away the power to be greedy and corrupt. The police must be motivated in terms of law abiding behavior. The pyramid or life must be reinforced with a well run state, starting with the the national state at the lower levels of sophistication and culminating in the universal state of developmental immensely advanced sophistication.
