I can think of two instances to prove Schopenhauer. Reagan and Bush apposed the Brady Bill for a long time maybe six years or so. When Bill Clinton signed it they well yeah it is just common sense and Reagan added something to the effect that Californina had already had a similar state law. (Bill Clinton remarked how they had opposed it while they were in the People's House and he was the only Prez who had the balls to do something about it, when he could.)
