For the uninitiated, "necklacing" was putting a rubber tire filled with gasoline around someones neck and setting it on fire. Winnie Mandela was famous for this tactic for anyone who opposed her.

At least the People wised up and as soon as he died, a law was passed on term limits for the presidency so that no one could ever again "rule" America. We must have short memories though.
