I like it a lot. You personally can not compel your next door neighbor to wear a seat belt thus, because you do not possess that ability, you can not delegate that ability to the party that represents your rights and liberty. Because you or I do not possess (individually or in concert) the ability to make driving illegal for your next door neighbor (or anyone), you / me / we can not delegate that ability to your / my / our representative(s). Because your whole neighborhood (individually or in concert) does not possess the ability to authorize larceny (like the 2nd plank of the communist manifesto) none of the block can delegate that ability to his/her/their representative(s).
