This was probably a Mencken quote. Most of the other sources are worded almost the same: "Every election is a sort of advance auction of stolen goods." I'm curious, where did this version of the quote come from?

Anyway, it sounds a lot like Mencken.

Don't honestly understand this quote, but we are in need as a community of life promoting ideas.  The election process appears to have a practice of electing the individual where success of the candidate depends most effectively on their "ability" of evading progress, essentially the individual with the least life promoting ideas.
