This is because those espoused objectives have been, largely, false. Simply making slavery illegal did nothing to change the minds and hearts of those who willingly enslaved others. Throughout history slavery has been a fact of life. I beat you up; kill all those of your kind who can present any possibility of mounting resistance to my domination then enslave all others, whom I can, without possibility of gaining a citizen status.
