Historically speaking, anytime we have seen a government disarm its people it has been followed up with a genocide. Nazi Germany, the Ukraine, Rwanda, Uganda, Cambodia....Our governments have no legitimate business disarming us or engaging in social engineering. None.

Florida was the first to implement conceal carry laws and their crime rate plummeted 50% in the first 3 years. Meanwhile the cities with handgun bans still have the highest crime rate...go figure.

Here in Canada the courts would have you believe that the right to self defense has been abolished, it has not. Publius, who will watch the people who are telling us that we are in danger? How is it that we are to trust our own leaders not to have an agenda that we don't agree with? I don't think pre-emtion is the answer. But an ability to retaliate massively and decisively should be a pretty serious deterrent.
