Anything that you have to ask permission for is considered illegal until you get the license. Try to do without your marriage license, driver's license, SS number, though not labeled as a license it works the same way and is actually a permission to work license. Everybody gets their permission number before they can work unless they have the mark.

Although today, the legal term LICENCE is a lawful permit to do something, there is another older meaning: "...intentional disregard of or a deviation from conventional rules to achieve a certain effect, i.e. Poetic Licence." I believe Edmund Burke meant the word in terms of a willful, uncontrolled, licentious way of life.

GunnyCee, I think you're right. Your definition more accurately fits Burke's quote than mine. I also think your definition is the intellectual and otherwise deviant basis of a government permission (my above definition).
